Customs is one of the biggest cost items when importing a car from the USA to Belarus. For individuals importing one car per year, a combined customs payment applies at unified EAEU rates — VAT and excise are not charged separately. Here is the 2025 calculation.

What the payment consists of

  • Customs duty — the main part, based on the car's age and engine size.
  • Customs fee — fixed, 120 BYN.
  • Recycling fee544.5 BYN for cars under 3 years and 1089 BYN for cars over 3 years.
  • VAT0% for individuals importing one car per year (20% for legal entities).

Cars under 3 years

The lower of two values is applied: a percentage of customs value (54% up to €8,500 and 48% above) or a per-cm³ minimum (€2.5–20/cm³ depending on value). The highest base — recent cars are expensive to clear.

Bottom line: cars aged 3–5 years with a moderate engine are the sweet spot — the best balance of lot price and duty. Older cars with big engines are not worth clearing.

Electric vehicles

EVs enjoy separate preferential import terms, which makes Teslas and other EVs especially attractive. Hybrids are charged by their combustion engine size on a general basis.

Example

A 4-year-old petrol 2.0 (2000 cm³): duty = 2000 × €2.7 = €5,400, plus a 120 BYN customs fee and 1089 BYN recycling fee. VAT is 0%.
